The legal framework for the participatory municipal investment program
This program was established within the framework of activating Chapter Seven of the 2014 Constitution of the Tunisian Republic, specifically Article 139, which stipulates that local communities rely on mechanisms of participatory democracy and principles of open governance to ensure wider participation of citizens and civil society in preparing development programs and spatial planning and monitoring their implementation according to what is stipulated by law. Article 29 of the Local Communities Code also states that the preparation of development programs and spatial planning must adhere to participatory democracy mechanisms, ensuring that the local council actively involves all residents and civil society in the various stages of preparing development programs, monitoring their implementation, and evaluating them.
How to implement
The local community takes all measures to inform residents and civil society in advance about development projects and spatial planning by all available means for all groups.
