Legal Framework for the Participatory Municipal Investment Program
This program falls within the framework of implementing Chapter Seven of the 2014 Constitution of the Republic of Tunisia, specifically Article 139, which stipulates that local authorities shall adopt mechanisms of participatory democracy and principles of open governance to ensure broader citizen and civil society participation in the preparation of development and territorial planning programs and monitoring their implementation, in accordance with the law. Article 29 of the Local Authorities Code also stipulates that the preparation of development and territorial planning programs must be subject to mechanisms of participatory democracy. The local authority council shall ensure the effective participation of all residents and civil society in the various stages of preparing development and territorial planning programs, as well as monitoring and evaluating their implementation.
How to Implement
The local authority will take all necessary measures to inform residents and civil society in advance of development and land use planning projects, using all available means for all groups.
